为什么这么多国家在过去数周时间眼睁睁地看着疫情蔓延，好像和他们没关系似的？

本文的作者Ian Johnson是一名常驻北京的记者，两周前他从北京乘飞机到达英国伦敦。

疫情期间的这场跨国旅行，让他真实地体验到了中国与西方国家，在防疫重视程度上的天壤之别。

Ian Johnson说在北京机场，他进行了两次强制性的体温检查（mandatory temperature checks）并需要提交了一份电子版的健康声明（health statement）。

而他抵达伦敦后的经历，松懈的检查让他产生了一种不真实感（a sense of unreality）。

On arrival, there was no temperature check and no health statement — meaning that British officials would have had no easy way to track us if one of us came down with Covid-19. Instead, we just walked off the plane, took off our face masks and disappeared into the city.

抵达时，没有体温检查，也不需要健康声明——这意味着，如果乘客当中有人得了新冠肺炎，英国官员将无法轻易地追踪到我们。相反，我们只是走下飞机，摘下口罩，消失在这个城市里。

联想到如今，新冠肺炎在欧洲已蔓延至多国，意大利进入全国封锁状态，美国多地感染病例快速增加，股市动荡，而在本周三世卫组织已宣布新冠肺炎为全球大流行病……

Ian认为他的经历和这些事实都表明，西方国家无视了中国的经验教训，失去了抗击疫情的最佳时机。

The attitude toward the coronavirus outbreak in the United States and much of Europe has been bizarrely reactive, if not outright passive — or that the governments in those regions have let pass their best chance to contain the virus’s spread.

几周来，美国和欧洲大部分地区对冠状病毒暴发的态度，即使不是绝对消极的，也是不正常的——或者说，这些地区的政府浪费了控制病毒传播的最佳机会。

疫情的暴发对任何国家来说都是一个打击，但中国面临的是真正的突发危机，西方却有足足几周的时间作准备。

...while China had to contend with a nasty, sudden surprise, governments in the West have been on notice for weeks.

当时中国是在全力抗击一个突如其来的可怕病毒，而西方国家提前几周就已经收到警告了。

但这仍然无法阻止西方重演中国疫情暴发初期的情形。

为什么西方国家反应这么慢？

为什么外国眼睁睁看着中国这几个月艰苦抗疫而没有丝毫警觉呢？Ian分析原因有两个：

►中国很远，火烧不到这边来

There are many reasons for this, including thecomfortingidea that China is far away and an epidemic over there surely couldn’t really spread so far and so fast over here.

原因有很多，其中一个理由让他们都心安理得：中国太远了，那里的流行病绝对不会传播得这么快这么远到我们国家。

►注意力都在批评中国政体上

由于政体不同，西方国家便将中国的防疫行动“政治化”，一心批评中国，无视卫生防疫方面的宝贵经验。

More than anything, though, I think thatoutsiders, especially in the West, fixate on China’s authoritarian political system, and that makes them discount the possible value and relevance of its decisions to them.

不过最重要的是，我认为局外人，尤其是西方局外人，都把注意力集中在中国的政治体制上，他们低估了中国的决策对西方可能产生的价值和关联。

中国实施严厉的封锁和隔离措施，被国外一些主流的报道批评“人道主义缺失”；而中国用一周多的时间就建造了两所医院，但外媒在赞叹这一壮举时也不忘“带节奏”，并对有效防止患者将病毒传染给家人的方舱医院指指点点。

Ian认为如何应对公共卫生事件是医疗专家要研讨的话题，和政治体制没有关系。

Yet it would be foolish to believe that China’s decisions have been mainly based on crude authoritarianism. One needn’t defend every one of its measures on medical grounds; those are matters that health care professionals might debate for years to come.

然而，你如果认为中国的决策主要是基于粗暴的威权主义，那就太愚蠢了。人们不必为其每一项医疗措施辩护，这些都是卫生健康专家在未来几年讨论的课题。

作者认为，中国政府决策高度重视公共利益，以保护国民的健康安全为己任。

Some of its policies were motivated by serious concern for the public good and executed by a highlycompetentcivil service.

中国的一些政策是出于对公共利益的高度重视，由执行力极强的行政部门实施。

There’s nothing authoritarian about checking temperatures at airports, enforcing social distancing or offering free medical care to anyone with Covid-19.

在机场检查体温、保持社交距离或为任何携带新冠病毒的人提供免费医疗服务，这些没有什么专制可言。

中国的行动比“民主国家”果断多了

Ian说中国在一开始确实出现了失误，但在短期内，他们的行动比“许多所谓‘民主选举’产生的领导人都更果断（far more decisively）”。

The government worked hard to get people to buy into the necessity of tough measures. It bombarded the public with social media posts, stories, billboards, radio shows and articles about the risks posed by the virus.

中国政府努力使人们相信采取严厉措施的必要性，通过社交媒体、广告牌、广播节目和文章对公众进行了“信息轰炸”。

In one park in Beijing, a recording on a loopadmonished people to: “Wash your hands thoroughly.Avoid meeting up friends. Keep a safe distance.”

在北京的一个公园里，广播会循环播放录音，提示人们：“要彻底洗手，不参加聚会，人与人之间保持安全距离。”

但是，有太多离中国较远的国家就这么“隔岸观火”，数周以来眼看着中国和亚洲其它地区的事态发展，却好像不关他们的事。

But too many countries further afield have stood by, watching for weeks what was unfolding in China, and then elsewhere in Asia, as though it was none of their concern.

文章最后，Ian遗憾地说，一些西方人士似乎还是会把中国视为永远的“异己”（the eternal “other”），他们始终觉得中国的经历除了做反面教材，永远不会与自己相关，更不可能提供任何经验。
